U.S. flaring and venting of methane have risen over the last decade alongside unconventional oil and gas production. According to the EIA, 68 billion cubic feet of natural gas were flared or vented in the United States in 2018. This represented 1.2 percent of domestic production—enough to power 6.1 million households for a year. Policy-makers in oil-producing states have taken some steps to address flaring. Methane emissions from oil and gas operations are more difficult to detect and regulate.

Panelists will discuss U.S. flaring and methane emissions from the oil and gas industry in a global context; advances in remote sensing to detect flares and methane; the external costs of flaring and methane; and abatement policy.
