Natural Gas Pipeline Permitting: Updating FERC’s Process for the 2020s and Beyond

Two decades ago, the Federal Energy Regulatory Commission issued a Policy Statement to guide its reviews of whether to approve proposals for new interstate natural gas pipelines. The agency’s policy has contributed to a significant expansion of the nation’s pipeline systems. Some constituencies think that the Policy is working well and should be retained; others think that changing conditions in the nation’s energy economy going forward call for FERC to change how it determines whether new projects are needed and/or worth the environmental impacts.
Dr. Susan Tierney, Senior Advisor at Analysis Group, will review the policy considerations, and share the insights she gleaned from reviewing hundreds of comments submitted to FERC on these issues and that she summarized in recent congressional testimony on Modernizing the Natural Gas Act.
